Dr Colin Price, Capital Investment Director of Northumbria Water, who is leading this Construction Clients' Forum (CCF) initiative said "The Construction Industry is still highly fragmented and even seasoned project sponsors are often unaware of the opportunities for greatly enhanced value and of the high risks for their businesses.

"I estimate that over 96% of project owners are 'Small or Occasional Clients' (SOCs) and that 'occasional clients' include owners of some very large projects. We intend to provide freely available guidance to help SOCs choose the best procurement route for their project - before they make any commitment."

The CCF seeks the help of all those organisations* in which SOCs may be found, to identify clients who have experienced any difficulty with their project.

When the scale and nature of SOC's problems are known, the CCF intends to establish networks to alert potential SOCs at regular intervals of the need to consider their options. A leaflet and Internet site will be available to advise SOCs on how to obtain independent guidance.

The project is being undertaken for the CCF by the Chartered Institute of Purchasing and Supply, supported by Nottingham Trent University and Frank Griffiths Associates Ltd.

Big Savings by Avoiding Defects!

The Construction Industry spends over £1 billion a year repairing defects.

This great cost, about 2% of turnover - which is paid by the industry's clients - does not include the cost of many of the latent defects that arise after the end of the defects liability period or any of the consequential costs.

The project seeks to establish the nature, timing and cost to the client of latent defects so that:
  • Clients can be provided with more accurate information on the real cost of latent defects.
  • The industry can establish how best to avoid those defects that are frequent and significant.
  • Clients can appoint designers and contractors who are aware of the problems and their solutions.
  • New and simpler insurance products can be developed to give clients greater security.
Sponsored by the Department of the Environment, the Construction Quality Forum (CQF) seeks information from clients of the construction industry who have had offices or educational premises built within the last ten years or which are currently under construction.
The CQF offers FREE MEMBERSHIP to participants, giving access to their defects data base and cost saving workshops.
